Ownership of data is shared between:
i) DCI, as the creator of the DR+T tool, and steward and creator/consumer of some of the stored data;
ii) KSU TAB & EPA, as the major public funder of the DR+T and creator/consumer of some of the stored data; and
iii) community entities that are a creator/consumer of stored data. DCI, as creator of the DR+T will maintain and protect data, and grant free use to KSU and EPA, and community entities entering data, to access their data and utilize the DR+T according to the permissions and intended purposes outlined below.
If granted permission by a community, the DR+T tool will aggregate individual and multiple communities’ data, publicly available data, and technical assistance data, for the intended uses of the tool and technical assistance provided by DCI and KSU TAB:
- To assist communities in building capacity and achieving their goals in economic and community development; and
- To evaluate the impacts of DCI and TAB technical assistance, and Brownfields funding/resources, on community capacity and achievement of their goals. Comparative data that a community can see (outside of their own community) will be limited to aggregate data (e.g., by region of state or statewide). With permission, DCI and TAB may view an individual community’s data for the above purposes, and may share data to identify funding resources at the community’s request and to report technical assistance activities and outcomes to the EPA KSU TAB Project Officer, the main funder of the DR+T. Neither DCI nor KSU TAB will have access to change data entered, and no personal identity/contact information will be shared except when authorized to identify funding resources. If there are questions about data entered or about updating data over time, DCI or KSU TAB will communicate directly with the respondent/community. The same is true for DCI and KSU TAB data.
