RETAILERS MAY OBTAIN PERMIT TO SELL ALCOHOL

As we celebrated the signing of HB23-1061 last week, Downtown Colorado, Inc. (DCI) is pleased to celebrate the hard work of Joseph Hengstler of the Olde Town Arvada Business Improvement District (BID) and Susan Edmondson of the Downtown Partnership of Colorado Springs. Our champions headed up an initiative with the DCI District Committee, a dedicated group of Title 31 districts including BIDs and DDAs, who manage downtowns and town centers throughout Colorado. The Alcohol Beverage Retail Establishment Permit, allows a retail establishment to obtain a permit to serve complimentary alcohol beverages similar to the gallery license. Thank you to Joe, Representatives Lindsey Daugherty + Rick Taggart and Senator Rachel Zenzinger , and all of the dedicated legislators who helped bring this to fruition!

DOWNTOWN DEVELOPMENT AUTHORITY FINANCE

Congratulations to Colorado’s Downtown Development Authorities (DDA), especially our oldest DDAs, and their champions from Fort Collins, Grand Junction, and Longmont. Thank you to the champions of this effort for SB23-175, Senators Sonya Jaquez Lewis + Janice Rich and Representatives Andrew Boesenecker + Rick Taggart .
As you may know, if you attend Downtown Colorado, Inc.’s (DCI’s) training on DDAs, DDAs sunset after 30 years, with a chance to extend for another 20 years. With the latest legislative sessions, DDAs now may use a TIF arrangement for a period of 30 years with the option for one 20-year extension. For property tax revenue only, the bill creates the option for additional 20-year extension periods during which an authority may use a TIF arrangement, if the governing body of the municipality extends the period by ordinance.
