Urban Renewal Authority (URA) Specialized Legal Services
The Durango Renewal Partnership (URA) is seeking qualified legal counsel with demonstrated expertise in urban renewal and economic development to provide specialized assistance with evaluating potential development partnerships, drafting and negotiating Tax Increment Finance (TIF) Agreements, and conducting negotiations for development agreements within established and potential urban renewal areas.

Scope of Services
The selected firm or attorney will provide the following services:
1. Analysis of complex public-private partnership financial models
2. Development and negotiation of TIF agreements that protect public interests while incentivizing investment
3. Drafting and review of development agreements between the URA and private entities
4. Legal counsel on creative financing structures and partnership arrangements
5. Guidance on compliance with Colorado urban renewal statutes and regulations
6. Attendance at key stakeholder meetings as needed

Required Qualifications
• Minimum 5 years of experience in urban renewal/TIF law in Colorado
• Demonstrated success in negotiating and implementing development agreements
• Strong understanding of public finance mechanisms
• Experience with mixed-use and commercial development projects
• Excellent communication skills and ability to explain complex legal concepts to
diverse stakeholders

Contract Terms
This engagement will span approximately 6 months, beginning June 2025 until December 31st, 2025. The selected entity will track time and submit detailed monthly invoices for payment at the agreed-upon hourly rate. The overall project amount for this contract will not exceed $20,000.

Submission Requirements
Interested parties must submit the following by 5:00 PM on Wednesday, June 11th, 2025:
• Organizational portfolio/resume highlighting relevant urban renewal experience
• Three references from similar engagements within the past five years
• Proposed hourly rate structure and any alternative fee arrangements
• Brief statement (500 words maximum) describing your approach to urban renewal
partnerships

Selection Process
Proposals will be evaluated based on experience, demonstrated expertise, references, and cost. Selected candidates may be invited for interviews before final selection.
The selected entity will need to obtain a City of Durango business license, submit proof of insurance meeting city requirements, and provide a W-9 tax form prior to contract execution.
