The Town encourages consultants who have experience with developing Housing analyses and plans to submit proposals. Proposals will be accepted until 4:00 p.m. on Tuesday, January 17, 2023. Prior experience on similar or related projects will be an important consideration in selecting a team for this work. Firms seeding selection should submit a scope of work, budget including total project costs, resumes of key personnel, and a summary of related experience.

The Town of Silverthorne is is seeking a qualified consultant through this Request for Proposals (RFP) to complete an update of the Town’s Strategic Housing Plan. Although the project can be referred to as an update since there is an existing Plan in place, the Town wishes for a fresh look for the Plan and its content based on current housing trends, strategies, and tools for developing, incentivizing, and preserving affordable housing. The Town was awarded monies through DOLA’s Planning Grant Program, and must complete the update of the Strategic Housing Plan by the end of 2023.

It is the goal of this solicitation to select a consultant who will be compatible with the Town, and who is knowledgeable of housing issues and trends in Colorado mountain communities. The project will result in a roadmap for the Town of Silverthorne Housing Program for the next 5-7 years and beyond. The Town reserves the right to select the consultant that it deems to be in its best interest and to reject any and all proposals.
